Painter, mainly in oil, also acrylic, largely self-taught. He was born and lived in Gateshead, County Durham. Attended local Boys’ Grammar School, in 1972 studying art at night classes at Newcastle College of Art and Design. From 1989 he studied painting at Open College of the Arts based on Newcastle Polytechnic, with Liz Rowe and notably William Varley. Bell’s interest was “in the forms and colour of the urban landscape, particularly that of Newcastle upon Tyne, and what it can say about its creators. The city is dark, sometimes bleak and unhappy, but it possesses an undercurrent of mystery and allure.” He showed at Newcastle Polytechnic, 1991; Federation of Northern Art Societies, 1992; and in 1993 John Laing Exhibition, University of Northumbria and Open Door, at Halton House.
